Migrate all the things

* Migrates from Mongo to Postgres.
* Migrates from JSPM to Webpack.
* Migrates from React to Vuejs.
* Migrates from Bootstrap to Bulma.

Also:
* Fixes rendering of meta data in the document head tag.
